Article X CHURCH POLICIES
         

Article I: CHURCH MEMBERSHIP

Section 1: General

This is a sovereign and democratic Baptist Church under the Lordship of Jesus Christ. The membership retains unto itself the exclusive right of self-government in all phases of the spiritual and temporal life of the church. The membership reserves the exclusive right to determine who shall be members of this church and the conditions of such membership.

Section 2: Candidacy

Any person may become a candidate for membership in accordance with the requirements stated below, when the invitation is given during any church worship service:

  1. The said person will be presented to the church as a candidate to come under the watch-care of the church until the person has time to study The Church Covenant, the Baptist Faith and Message, the Constitution and By-Laws of this church, and attend the candidate's orientation by the pastor and membership committee.
  2. When the candidate, pastor, and membership committee are confident that the person understands the conditions and requirements of full membership and the policy of the church, and agrees to abide by these to the best of the individual's ability, the candidate will be presented to the church upon the recommendation of the pastor and/or membership committee, requesting full membership.
  3. If the candidate has been approved by the church and has been scripturally baptized (immersed), then the candidate shall become a member in full fellowship.
  4. If the candidate is physically prevented from fulfilling the requirement of baptism by immersion, the pastor and deacons will consider the individual circumstances and make recommendations to the church.
  5. When a person is received into the membership of the church from another church of a different faith, a letter of acknowledgment shall be sent to such church by the church clerk.

Section 3: Conditions of Membership

A candidate will be considered for membership under the following conditions:

  1. By profession of faith in Jesus Christ as Savior and Lord.
  2. By acceptable letter from another Baptist church of like faith and order.
  3. By a person's statement of salvation, by admission of being of like faith and order, when no letter is obtainable.
  4. By special circumstances (other than stated in parts A, B, C above) that will be referred to the membership committee for consideration.

Section 4: Duties of Members

Membership in New Hope Baptist Church is a privilege that requires certain responsibilities. Members are expected to be faithful in attendance, to give scripturally of their possessions and time to the ministry of the church, and to share in its organized work.

Section 5: Rights of Members

  1. Every member of the church is entitled to vote at all elections and on all questions submitted to the church in conference, provided the member is present or provision has been made for absentee balloting by the church.
  2. Every member of the church may participate in the ordinances of this church.
  3. Every member of the church is eligible for consideration by the membership as a candidate for elective office in the church, provided qualifications are met.
  4. A member in good standing is a person who accepts this Constitution and By-Laws, The Church Covenant, and The Baptist Faith and Message. Members should endeavor, under the leadership of the Holy Spirit, to live up to these requirements by systematically supporting the church in attendance, stewardship, and ministry to others.

Section 6: Termination of Members

Members will be terminated in the following ways:

  1. Any member in good standing who desires a letter of dismissal and who asks for a recommendation to any Baptist church of like faith and order is entitled to receive it upon one's request. If moving to another community, one should promptly make such a request. This letter shall be valid as a recommendation for six months from its date, unless renewed, and this restriction will be stated in the letter.
  2. If a member in good standing requests in writing to be released from one's covenant obligations to this church for reason, which this church may deem satisfactory after it has endeavored to secure this person's continuance in its fellowship, then request may be granted, and one's membership terminated.
  3. Any active member in good standing, who desires to unite with a church other than Baptist, may receive, upon request, a letter of statement of Christian character.
  4. All requests for termination of membership, or action leading thereto, shall first be considered by the pastor and deacons, except requests for transfer to other churches. The pastor and deacons will make suitable recommendations to the church.
  5. Death of members.

Section 7: Discipline of Members

  1. It shall be the practice of the church to emphasize to its members that every reasonable measure will be taken to assist any member. The pastor, ministerial staff, and deacons are available for counsel and guidance. The attitude of members toward one another shall be guided by concern for redemption rather than punishment.
  2. Should a member become an offense to this church and its good name by reason of immoral, or unchristian conduct, or by persistent breach of one's covenant vows, or by nonsupport of the church, the church may terminate the said membership, but only after due notice and hearing, and only after every faithful effort has been made by the pastor and deacons to bring member to repentance. A vote of two-thirds members present is required. (See Matthew 18:15-17)

Section 8: Restoration of Membership

Any person whose membership has been terminated for any reason may be restored by a vote of the church, upon evidence of the person's repentance and reformation.

Article II: CHURCH OFFICERS - ELECTION AND DUTIES

Section 1: Officers

The officers of this church shall be a pastor, ministerial staff, deacons, trustees, clerk, treasurer, and such other officers as shall be required to do the work of the church in any of its departments or organizations. All of these shall be elected by the church and shall be members of New Hope Church in good standing at the time of election, except that the pastor and other ministerial staff may not be a member until after the person's call. Any non-member who wishes to hold an office in the church must obtain permission from the deacons. The deacons will consider the reasons this person wishes not to become a member of the church and then decide whether or not to allow this person to hold the desired office. (as amended May 2, 2004)

Section 2: Qualifications of Pastor and Ministerial Staff

  1. Must be a born again believer in Jesus Christ as personal Lord and Savior.
  2. Has been baptized by immersion.
  3. Must be a member in good standing in a Baptist church of like faith and order.
  4. Has received a call from God to the position being considered and has accepted that call by faith.
  5. Believes and accepts the scriptural qualifications as given in Acts, 1 Timothy, and Titus.
  6. Believes and accepts the Covenant adopted by this church and "The Baptist Faith and Message."
  7. Must have Christian character and conduct above reproach.
  8. Must be exemplary in personal stewardship.
  9. Believes that an opportunity to serve in this church is a call of God.
  10. Has read, understands, and agrees to abide by the Constitution, By-Laws, and other policies of the church.
  11. The pastor must be a graduate of a Baptist Seminary.
  12. Ministerial staff must have had training in the specific area of consideration or be actively enrolled in such training.

Section 3: Call or Termination of Pastor or Ministerial Staff

  1. Whenever a vacancy occurs, a person shall be called by the church to serve. The relationship may be dissolved at the request of either the person or the church. In either case, at least a thirty-day written notice shall be given of termination of the relationship, unless otherwise mutually agreed upon, with both person and church seeking to follow the will of God through the leadership of the Holy Spirit.
  2. The call or termination of the pastor or ministerial staff shall take place at a Sunday morning worship service. The membership shall be given at least a two weeks written notice of such action.
  3. In case of vacancy, see Section 6, part D, sub-part 5, concerning parliamentary procedures.

Section 4: The Pastor and Ministerial Staff Selection Committee

  1. Each church member shall be given the opportunity to nominate by written ballot five persons to serve on the selection committee. The deacons will be responsible to compile a list from those nominating and agreeing to serve. The list will be presented to the church the following Sunday, if possible, and one week later to the church for election by popular vote. Each church member may vote for five members. The five persons receiving the most votes will serve as the committee, and the two next highest will serve as alternates.
  2. The committee shall then act as directed by the church, to seek out and recommend a person who meets the qualifications for the position to be filled. It shall be authorized to fully advise and inform any prospective person of all information concerning the church, including budgeted amounts of salary and other benefits. A recommendation to the church by the committee must be unaminous before the person is presented for consideration. The committee shall bring only one name at a time for consideration by the church and no nominations shall be made except by the committee. The election shall be by standing vote or written ballot at the discretion of the congregation. An affirmative vote of three-fourths of those present and voting shall be necessary for an extension of a call. If the person recommended by the committee fails to receive a three-fourths vote, the committee will be instructed to seek out another person and the meeting at which the vote was taken shall be adjourned without debate.
  3. The committee will be allowed reasonable expenses incurred for travel, meals, etc. The duties of this committee will be terminated upon the acceptance of a call by the prospective person of the church's desire.

Section 5: Pastoral Responsibilities and Duties

The pastor shall be in charge of the spiritual welfare and oversight of the church. He shall lead the church in bringing the lost to Jesus Christ and in nurturing the believers. He shall proclaim the gospel and teach the Biblical revelations. He shall provide leadership in equipping members in pastoral ministries and in achieving the mission of the church.

  1. Plan and conduct the worship services; prepare and deliver sermons; lead in observance of ordinances.
  2. Provide in cooperation with the deacons, for pulpit supply in his absence and for ministers and outside workers to assist in revival or special services.
  3. Be an ex-officio member of all church organizations and committees.
  4. May call special meetings of the deacons or of any committee according to the By-Laws.
  5. Lead the church in an effective program of witnessing and in a caring ministry for persons in the church and community.
  6. Visit members and prospects.
  7. Conduct counseling sessions; perform wedding ceremonies; conduct funerals.
  8. Serve as Chairman of the Church Council.
  9. Serve as administrator and supervise the paid staff.
  10. Cooperate with associational, state, and denominational leaders in matters of mutual interest and concern; keep the church informed of denominational development; represent the church in civic matters.
  11. Work with deacons, church officers, and committees as they perform their assigned responsibilities.

Section 6: Deacons

  1. Qualifications
    1. The deacons shall be elected from among those members who have proven themselves to have Scriptural qualifications according to 1 Timothy 3 and Titus 1.
    2. A deacon shall be expected to attend the regularly scheduled services of the church: all worship services, Sunday School, Discipleship Training, and Wednesday prayer services, unless providentially hindered.
    3. In order for a member to become eligible for election to the office of deacon, the person must meet these guidelines:
      1. If a new convert, must be a member of the church at least two years.
      2. If a new member coming from another church, must be a member of at least one year.
      3. A candidate must be at least twenty-one years of age.
    4. A deacon shall be of good general character and honest report in the eyes of the public, as well as the church.
    5. A deacon shall be exemplary in personal stewardship, through tithes and offerings.
  2. Number and Term of Service
    1. There shall be twelve deacons.
    2. The term of service shall begin on September 1, and end on August 31.
    3. Each deacon shall serve for a term of three years with one-third of the deacon's membership expiring each year.
    4. A deacon shall not be eligible for reelection until one year has elapsed, except when the active term has been one year or less.

  3. Election Procedures
    The election of deacons will follow the church approved election procedures in Article II, Section 13. (as amended May 2, 2004)
  4. Duties
    In accordance with the meaning of the Word and practice of the New Testament, deacons are to be servants of the church.
    1. They are to be zealous to guard the unity of the spirit within the church in bonds of peace.
    2. They shall serve as a council of advice and conference with the pastor in all matters pertaining to the welfare and work of the church. With the pastor, they are to consider and formulate plans for the constant effort and progress of the church in all things pertaining to saving of souls, the development of Christians, and the extension and growth of the Kingdom of God.
    3. By proper organization and method among themselves, they are to establish and maintain personal fraternal relations with, and inspiring oversight of, all the membership of the church. Especially are they to seek to know the physical needs and the moral and spiritual struggles of the brethren and sisters; and to serve the whole church in relieving, encouraging, and developing all who are in need.
    4. In counsel with the pastor, and by such methods as the Holy Spirit may direct in accordance with the New Testament teachings, they are to have oversight of the discipline of the church, and be guided always by the principles set forth in Matthew 18:15-17; 1 Corinthians 5:9-13; 1 Thessalonians 5:12-14. The deacons shall be free to call upon any member of the church to aid in disciplinary action.
    5. The deacons shall serve as an interim Pastor and Ministerial Staff Selection committee.
      1. In case of absence or inability of the pastor to serve, subject to advice from and conference with him, they will provide for pulpit supplies.
      2. In any period when the church is without a pastor, the deacons will arrange for the temporary pastoral ministry and take counsel with reference to securing a pastor.
      3. It is not intended in any way to change the method by which the church shall proceed in securing a pastor.
    6. The deacons shall serve as a general finance committee, in cooperation with the budget and stewardship committee. They shall organize themselves as they deem best for this part of their work, calling to their assistance other members of the church as they see fit.
    7. The deacons, along with the pastor, will have oversight of a candidate for membership. They shall organize themselves as a committee to ensure the membership indoctrination requirements are effectively and promptly administered.
      1. Ensure all candidates for membership are visited in the home and provided with a copy of the Church Constitution and By-Laws.
      2. Schedule individuals for new membership training as determined necessary.
      3. Listen to and answer any question a candidate may have concerning the policy of the church.
  5. Methods of Procedure
    1. The whole body of active deacons shall be organized as a unit for the consideration of all larger problems and general policies, and shall meet regularly at such time as the group may agree upon, and may meet in special session at the call of the pastor, the chairperson of deacons, or the call of one-fourth of the members of the group. They shall elect a chairperson, vice-chairperson, and secretary. They shall be elected for a period of one year. They may organize themselves into such committees as their wisdom may direct for efficiency.
    2. Each deacon shall freely confer with the pastor about all matters and cases of discipline which to his judgment would be most wisely and spiritually handled in private.

Section 7: Trustees

Three trustees, one-third of whom shall be elected by the church annually in conference, will hold in trust the property of the church. Trustees are eligible for re-election. They shall have no power to buy, sell, mortgage, lease or transfer any property without a specific vote of the church authorizing each action. The trustees shall execute all contracts, deeds, mortgages or other instruments when authorized to do so by the church in conference. They shall affix their signatures to legal documents involving the sale, mortgage, purchase, or rental of property, or other legal documents where the signatures of trustees are required. They will annually review the adequacy of insurance coverage and recommend any necessary changes to the church.

Section 8: Church Clerk

The Church Clerk and assistant clerk shall be elected annually upon recommendation of the nominating committee. The duties of the clerk are as follows:

  1. Attend or be represented at all church business meetings.
  2. Keep an accurate record of all business transactions.
  3. Prepare the annual associational letter and submit to the association office upon approval by the church.
  4. Ensure notification of all officers, members of committees, and messengers of their election or appointment by the church.
  5. Maintain an accurate roll of the church membership by:
    1. Requesting letters for new members.
    2. Issuing letters of dismissal as authorized by the church.
    3. Recording dates and methods of admission of dismissal, change in name, correct mailing address and other pertinent information on each member.
  6. Preserve all papers, valuable records and letters that belong to the church.
  7. In the absence or inability of the clerk to fulfill the duties of the office, the assistant clerk shall assume the duties.

Section 9: Treasurer

The church shall elect a treasurer and an assistant treasurer annually on the recommendation of the nominating committee. One who has served previously in this position will be eligible for reelection. It shall be the duty of the treasurer to receive, keep in a bank, and disburse by check, upon proper authority, all money or things of value that are given to the church in accordance with instructions from the church. All checks shall be signed by the treasurer and a monthly report given to the church. An itemized account shall be kept at all times of all receipts and disbursements, and a monthly report given to the church to be preserved by the church clerk. The treasurer's books may be audited as arranged by the deacons, and all books, records, and accounts kept by the treasurer shall be the property of the church. All paid receipts will be maintained for a period of three years, after which, these may be destroyed unless instructed otherwise. The treasurer shall, upon invitation, meet with the deacons and shall be an ex-officio member of the finance committee and the budget and stewardship committee. The treasurer, in conjunction with the finance and the budget and stewardship committees, shall be responsible for establishing procedures for purchasing to be followed by those authorized to purchase for the church. The chairperson of the finance committee shall supervise the treasurer, the financial secretary and the counting committee. In the absence or inability of the treasurer to fulfill the duties of the office, the assistant treasurer shall assume the duties.

Section 10: Financial Secretary

The financial secretary shall be the church secretary. This person will be responsible for keeping a record of all contributions received by the church from individuals. The counting committee will provide the empty envelopes, deposit records, and records of all miscellaneous or special offerings to the treasurer and the financial secretary. Individual records of members' gifts will be maintained and quarterly statements provided to all members. The records will be maintained for a period of six years, unless instructed otherwise.

Section 11: Historian

The historian will collect and preserve information and materials of importance to the history of the church.

Section 12: Paid Staff

Paid staff includes preschool staff, pastor and ministerial staff, and church staff.

The preschool staff includes paid employees of the preschool. The preschool staff follow the guidelines that are established by the Preschool Committee.

For ministerial staff, see Article II, Section 2. The pastor and ministerial staff shall be guided by the same policies as that of church staff, unless otherwise stated in Article II.

The church staff consists of other salaried employees and those church officers that may be paid, including hourly persons. The church staff shall adhere to policies established by the church, including those items listed below:

  1. General Staff Policy
    1. No organizational or job description change can be made without a thorough study, conference with the heads of organizations to be changed, and approval by the church.
    2. Staff members securing someone to work in their places must pay for this supply and have advance approval by the personnel committee, except while they are on vacation or sick leave.
    3. Job descriptions, and staff benefits with regard to vacations, holidays, and sick leave shall be as specified by the personnel committee in the personnel policy approved by the church.
  2. Terms of Employment, Termination of Employment, and Job Descriptions
    1. The personnel committee shall seek out and employ persons who are qualified for the positions, subject to the approval of the church.
    2. The salaries for these persons shall be provided for in the budget.
    3. These persons shall be responsible to the pastor and the personnel committee.
    4. The job classifications will be determined by the personnel committee and may vary as the needs arise.
    5. Resignations should be presented in writing to the personnel committee at least two weeks before the effective date.
    6. The personnel committee may terminate employment by giving a two-week notice of such action, upon approval of the church.
    7. All job descriptions will be outlined in the personnel policy by the personnel committee and approved by the church.

Section 13: Election Procedures

Written ballots shall be available at least seven days prior to the scheduled date of all nominations, elections, or other votes for which a written ballot is prepared. Church members who will not be present on the scheduled date may request a ballot from the church secretary or his/her designee up to seven days in advance. Immediate family (defined as spouse, children, spouses of children, parents, siblings, and all step and in-law variations) or church staff may pick up ballots on behalf of church members who are not able to leave their residence. Except for members who are not able to leave their residence, all ballots must be completed in the church office and submitted to the church secretary or his/her designee. The church secretary or his/her designee shall remit all completed ballots to the persons who will count the nominations, elections, and other votes.

The election procedures outlined below shall be followed for all positions nominated by the church body.

  1. On the Sunday prior to nominations, qualifications for the vacant position(s), if any, shall be furnished to church members. For example, on the next to last Sunday of June, the church members shall be furnished a copy of the qualifications of a deacon.
  2. The following Sunday, the church will be given the opportunity to nominate by written ballot the number of persons equal to the vacant positions.
  3. The active deacons will oversee the nomination and election and organize themselves as they deem best.
  4. The deacons will ensure that each nominee is personally contacted, is willing to serve, and understands the qualifications and duties. The deacons will contact each nominee in order from those receiving the highest number of votes to those receiving the lowest number of votes, until the required number of nominees is reached or until the end of the nominee list. In the event of an equal number of votes, the order of contact will be determined by placing the names into a drawing. A drawing will occur each time there is an equal number of votes. During each drawing, the names will be removed one at a time to determine the order of contact.
  5. The list of at least three persons, but otherwise not more than double the number of vacant positions will be completed and presented to the church by the third Sunday following nominations, except that annually elected positions will be available on the third Sunday in July.
  6. On the following Sunday, each member will be instructed to vote for one person to fill each vacant position.
  7. Those persons receiving the highest votes will fill the vacant positions.
  8. The person with the next highest vote will be considered as an alternate, and will fill any vacant position occurring during the year.

Article III: CHURCH ORGANIZATIONS

Section 1: General

The church shall maintain programs of Bible teaching; church member training, church leader training, new member orientation; mission education, action, and support; and music education, training, and performance. All organizations related to the church programs shall be under church control, all officers being elected by the church and reporting regularly to the church, and all program activities subject to church coordination and approval. The church shall provide the human resources, the physical resources, and the financial resources for the appropriate advancement of these programs.

The organizational (Sunday School, Discipleship Training) directors shall be elected for a period of one year by the church at the May business meeting, with the term of office to commence on September first. All organizational workers shall be nominated by the nominating committee (except Brotherhood and WMU) and approved by the church. Each November, officers of the church organizations shall submit to the budget and stewardship committee recommendations for the budget expenditures for the next fiscal year. The Brotherhood and WMU shall elect their own leaders and officers and submit names to the church by the August business meeting. (as amended October 16, 1994)

The literature, and teaching materials other than those from the Sunday School Board, must be recommended by the church council and approved by the church.

Section 2: Sunday School

The function of the Bible teaching program is to lead people to a saving knowledge of our Lord, to enrich the lives of Christians, and to teach the Bible. The director will work with the pastor and the ministerial staff to ensure than an effective Bible teaching program is established and maintained. The director and teachers will select the instructional materials available through the Baptist Sunday School Board, unless otherwise approved by the church.

Section 3: Discipleship Training

The function of Discipleship Training is to train the members to perform the ministry of the church. Its tasks are to train church leaders; orient new members; teach Christian theology, ethics, and history; teach church policy and organization; provide and interpret information regarding the work of the church and denomination. The director is responsible for planning, directing, and coordinating the church's training program, and will work with the pastor and ministerial staff to ensure an effective training program is established and maintained.

Section 4: Baptist Men

There shall be a New Hope Baptist Men's organization composed of such officers and standard organizations, including Royal Ambassadors, as needed. The tasks of the Baptist Men are to teach missions; lead all men and boys to participate in mission activities; and provide and interpret information regarding the work of the church and denomination.

Section 5: Women's Missionary Union

The function of the New Hope Women's Missionary Union is to actively involve the women of the church in world missions. They are to teach missions to the church members and engage church members in mission action and in supporting world missions through praying and giving. They are to cooperate and work together with the Baptist Men's organization in conducting and promoting church-wide mission projects.

Section 6: Music Ministry

There shall be a music ministry under the direction of the minister of music. Such officers and organizations shall be included as needed. The music tasks shall be to teach music; provide music and musicians for the congregational services; provide music for the organizations of the church as requested; lead persons to participate in all phases of music provided by the church; provide organization and leadership for special projects of the church as requested; and provide and interpret information regarding the work of the church and denomination.

Section 7: Vacation Bible School

There shall be a New Hope Vacation Bible School annually under the direction of a Vacation Bible School Director. It shall be the duty of the Vacation Bible School Director to enlist an adequate faculty of workers for all classes; to promote the study of recommended books; to encourage the attendance of the associational clinics; to plan and direct the programs, make them conducive to teaching and evangelism; and to send reports to the state convention and other recommended groups.

Section 8: New Hope Kids Preschool

There shall be a preschool program designed as an outreach ministry for preschool age children. The purpose of this program will be to provide educational experiences in an environment in which a child can grow socially, intellectually, and spiritually. The goal will be to build each child’s self-esteem while providing quality care and love. This program will be administered under the guidelines that were established by the Preschool Committee, which will serve as a liaison between the preschool director and the church. Article IV: CHURCH COMMITTEES

Section 1: General

All standing church committee members will be elected by the church annually, and the term of service will begin on September 1, unless specified differently by the church. All committee members should be church members. Committee vacancies may be filled for an unexpired term by the church.

Special committees may be elected or appointed by the church (as the needs arise) by a simple majority vote at any regular business meeting of the church. At the time of creation of any special committee, the area and scope of its functions, duties, and responsibilities will be stated. These committees will terminate upon final report given to the church, unless additional instructions are specified by the church.

Two members from the same family may not serve on the following committees: Benevolence, Counting, New Cemetary, Old Cemetary, or Personnel. Family is defined as husband, wife, brother, sister, children, and spouses of children. (as amended October 16, 1994)

Section 2: Church Council

The church council shall serve the church by leading in planning, coordinating, conducting, and evaluating the ministries and programs of the church and its organizations.

The primary functions of the church council shall be to recommend to the church suggested objectives and church goals; to review and coordinate ministry and program plans recommended by the church officers, organizations, and committees; to recommend to the church the use of leadership, calendar time, and other resources according to program priorities; and to evaluate achievements in terms of church objectives and goals. Regular members of the church council shall be the pastor, ministerial staff, secretary, directors of church programs and organizations, chairman of deacons, church officers, and chairpersons of church committees. The pastor shall serve as chairperson.

Section 3: Nominating Committee

The initial nominating committee will be comprised of three members, one to be elected each year at the regular business meeting in April. The Sunday School Director and Discipleship Training Director will, upon election, serve as members of the committee. This committee will be responsible for filling the non-paid church positions from the resident membership. They will select, interview, and nominate the church organization leaders and general church officers. Other nominations may be accepted from the floor. After the organization leaders are elected, they will work with the committee to staff their respective workers. The committee will also select and enlist members for all standing committees, unless otherwise stated. The nominees shall be presented to the church at the August business meeting. Section 4: Personnel Committee

This committee shall be comprised of six members, two of whom shall be elected annually by the church for a term of three years. The election will be held at the time of the deacon and trustee election. Members are eligible for re-election. The personnel committee will be responsible for policies and procedures relative to paid employees and staff other than the pastor. They will interview prospective employees and staff applicants. The committee will bring any recommended candidate for a staff position to the church for vote prior to final selection. In coordination with the budget and stewardship committee, they will recommend salaries and benefits for church employees. They will periodically survey the need for additional and new positions. The committee will be the intermediary between the church, committees, or staff in cases involving disciplinary and/or dismissal actions. They will prepare written position descriptions for all church employees and present them to the church for action. The supervision and evaluation of staff personnel is not their responsibility. Section 5: Library Committee

This committee shall consist of four library staff members with the librarian serving as chairperson. This committee shall keep the library open and operating. It shall encourage the church to provide adequate space, equipment, and financial support for the library. The committee shall establish guidelines and policies. It shall purchase books and associated materials for the library. The library will serve as the repository for all audio-visual aids owned by the church.

Section 6: Youth Committee

The youth committee shall consist of five members, the minister of youth, two elected youth leaders, and two youth. It is to promote, plan, and coordinate all youth activities of the church. The committee, in cooperation with the appropriate staff members, is responsible for providing a program that will actively involve youth in church related activities.

Section 7: Baptismal Committee

This committee shall consist of four members, two men and two women. It shall be the duty of this committee to make all necessary arrangements for the ordinance of baptism and to render such assistance to the pastor and to the candidates as may be necessary.

Section 8: Lord's Supper Committee

This committee shall consist of four members. They shall be responsible for the preparation of the table for the Ordinance of the Lord's Supper. They shall collect the utensils after the observance and see that they are properly stored until the next use.

Section 9: Flower Committee

This committee shall consist of two members. Its responsibility shall be to provide and arrange for flowers for church services and to order flowers in case of the death of a church member, their spouse, or children living at home. Flowers used may be given in memory or in honor of someone or may be purchased with money provided in the church budget.

Section 10: Hospitality/Fellowship Committee

This committee shall consist of four or more members. Its purpose is to promote a spirit of Christian fellowship within the church by planning church-wide social activities. This committee shal recommend policies for the use of the kitchen facilities and equipment.

Section 11: Buildings and Grounds Committee

This committee shall consist of five members. It shall be responsible for overseeing the repairs, maintenance, and upkeep of the sanctuary, education buildings, grounds, pastorium, and all other church property. The committee shall:

  1. Periodically inspect and inventory all church property with the exception of the Lord's Supper and kitchen equipment.
  2. Develop and recommend policies for the use of church facilities and equipment with the exception of kitchen facilities.
  3. Develop and recommend a program of preventive maintenance for all church facilities.
  4. Ensure, within budgetary limitations, that all church property is maintained in good condition, giving special attention to neatness, beauty, cleanliness, and attractiveness.
  5. Oversee any remodeling or building projects approved by the church.

Section 12: Counting Committee

This committee shall consist of five members, who must be at least twenty-one years old and have held other offices in the church. Its responsibility shall be counting, recording, and depositing in the bank all contributions given to the church, and providing these records to the treasurer and financial secretary weekly. All funds received for any purpose shall be properly recorded in the church books by the treasurer, financial secretary, and counting committee. The finance committee members may serve as alternates when needed.

Section 13: Food Committee

This committee shall consist of two persons who shall be responsible for ensuring that food is prepared and served to families of deceased church members, their spouse, or children living at home. They shall call on other members to furnish food and help serve.

Section 14: Usher Committee

The chairperson and two assistants shall be elected to supervise the necessary ushering for all services. It shall enlist a sufficient number of ushers to care for these:

  1. The seating and comfort of the congregation
  2. The collection of the offering
  3. The handing out of visitors' cards
  4. The welcoming of members and visitors
  5. The maintaining of good order during services
  6. The surveillance of the parking lot

Section 15: Benevolence Committee

This committee shall consist of at least three persons. It shall be responsible to investigate families in need of assistance. Upon finding a need, it has the authority to provide for those needs in the most feasible way. The money to supply these needs should be obtained from the following sources: money set aside in the church budget, church-wide projects, Women's Missionary Union, Baptist Men, or any other appropriate means that will best fill the needs.

Section 16: Audio/Visual Committee

This committee will consist of three members. They shall be responsible for the audio/visual equipment, the recording of church services, coordinating other audio/visual needs, and the distribution of tapes to shut-ins. They may enlist others to assist in this ministry.

Section 17: Budget and Stewardship Committee

The committee will consist of six members, two to be elected each year to serve for three years. The treasurer will be an ex-officio member. Its function will be to plan and promote the total financial program of the church under the supervision of the finance committee. Its duties are these:

  1. To promote stewardship throughout the year.
  2. To annually prepare a proposed budget by evaluating requests made from the various church organizations and committees.
  3. To present the proposed budget to the finance committee for review and approval.
  4. To present the proposed budget to the church membership at least one week prior to a vote for approval.
  5. To review the budget periodically and propose amendments as necessary.

Section 18: Finance Committee

The deacons shall serve as a general finance committee, in cooperation with the budget and stewardship committee. They shall organize themselves for this part of their work, calling to their assistance other members of the church when necessary. The duties are these:

  1. To supervise the raising of all money in the church and have supervision over the expenditures.
  2. No contract for supplies, materials, or services, pledging the credit of the church, shall be made except upon approval of the finance committee, unless authorized by direct vote of the church.
  3. All expenditures shall be made only upon authorization of the finance committee, upon authority of the church approved budget, except the church may give general authorization to the committee for normal supplies and general items.
  4. Formulate a voucher system for payment of all non-recurring expenditures (expenses other than salaries, debt retirement, cooperative program, periodic literature, and utilities). Bills for non-recurring expenses will be paid by the treasurer only if a voucher number has been assigned and the bill is reconciled with the voucher. The pastor, church secretary, and finance committee chairperson are authorized to issue voucher numbers.
  5. Review all requests made for non-recurring expenditures in excess of $200.00, except for emergencies, before any bill or obligation is incurred, regardless of the amount in the budget for such expenditures.
  6. Ensure that expenditures are within the framework of the approved church budget and current financial policies, and authorize the treasurer to pay under budgeted items.
  7. Review with the treasurer the monthly expenditures, present a monthly financial statement for approval at the monthly business meeting to include all monies, and call attention to any unusual expenditures.
  8. Ensure that adequate church financial records are kept.
  9. To provide for an audit of all books and accounts as necessary.

Section 19: Training Committee

This committee shall consist of three members. It shall be responsible to coordinate, evaluate, and plan training programs. The training programs and materials will be approved and recommended to the church by the committee. The Sunday School and Discipleship Training Directors shall be ex-officio members.

Section 20: Transportation Committee

This committee shall consist of three members. They will be responsible for the maintenance, upkeep, and operation of all church-owned vehicles used for transportation of church members. (as amended May 2, 2004)

Section 21: Cemetery Committee

There will be two cemetary committees, one for the old cemetary and one for the new cemetary. Each will be comprised of three members, one to be elected annually by the church to serve for a term of three years. Persons elected must be at least twenty-one years of age and an active church member for one year. The election will be held at the time of the deacon and trustee election. Members are eligible for re-election. Each committee will be under the supervision of the deacons and responsible for these duties:

  1. To keep all money in interest bearing accounts or investments.
  2. To maintain and manage the cemetary according to rules approved by the church.
  3. To select a treasurer to receive and distribute monies according to rules approved by the church.
  4. To submit an annual report to the church at the January business meeting.

Section 22: Recreation Committee

This committee shall consist of four members. They shall oversee the recreational activities of the church and ensure that they are conducted in a Christian way that meets the approval of the church.

Section 23: Constitution Committee

This committee shall be comprised of the active deacons. Its responsibility will be to consider all proposed changes to the constitution and by-laws, and present recommendations to the church. (as amended July 16, 2001)

Section 24: Membership Committee

This committee shall be comprised of the active deacons. See Article II, Section 6, part D, sub-part 7.

Section 25: Sign Committee

This committee shall consist of two members and they shall work with the staff in posting the sign.

Section 26: Children Committee

This committee shall consist of five members, the minister of children and four elected children leaders. It is to promote, plan, and coordinate all children activities of the church. The committee, in cooperation with the appropriate staff members, is responsible for providing a program that will actively involve children in church related activities. (as amended October 16, 1994)

Section 27: Preschool Committee

This committee shall be comprised of three members, one to be selected each year for a term of three years with rotation as follows: one appointed by the Deacons in the first year, one appointed by the Personnel Committee in the second year, and one elected at large from the church body in the third year. Members are eligible for re-appointment and re-election. This committee will:

  1. serve as the liaison between the church, the preschool, and the preschool director
  2. hire a preschool director
  3. provide a quarterly report to the church
  4. propose changes to the Constitution and By-Laws, as needed, to effectively and efficiently operate the preschool
  5. be empowered to make executive decisions concerning overall preschool operations.

Article V: FINANCING

Section 1: Source of Income

The church shall be financed by tithes and offerings from the church membership and friends of the church. While the church may, on occasion, have items of value which are surplus to its needs and will endeavor to sell same at a fair market value, the church shall not engage in the art of buying and selling for profit as a means of financing the church programs. Organizations and classes may conduct fund raising projects for specific purposes, when approved by the church.

Section 2: Unified Budget

The church shall adopt a unified budget prior to the beginning of each fiscal year. The budget shall include financial consideration for each approved activity / organization of the church; salaries and allowances for the pastor, and church staff; and operation and maintenance of the church facility. The unified budget will serve as authority for the treasurer to expend funds to meet routine and recurring obligations. While any church member has the unquestionable right to propose a change to the budget at any regular business meeting of the church, the church shall not take final action on such motions until such time as the finance committee is prepared to advise the church as to the probable impact on the entire budget.

Section 3: Designated/Special Offerings

The church will, from time to time, promote and encourage contributions for unbudgeted designated causes. These causes must, however, be approved by the church. The following criteria establish the guidelines concerning acceptance and distribution:

  1. Proposals for special offerings will be studied by the finance committee prior to final action by the church.
  2. When designated offerings are solicited for a specified purpose, the receipts should normally be expended for that purpose.
  3. The church recognizes the right of any church member or friend of the church to make a designated contribution, although the church reserves the right to refuse a contribution which may be dedicated to an unacceptable cause.
  4. When a project has been completed, the church has the right to use the excess money for other purposes, after a thirty day written notice and approval by the church.
  5. The church reserves the right to refund a contribution upon approval by the church.
  6. In situations where the church accepts designated offerings for a specific project and the church later decides not to copmlete it, the church reserves the right to use it for other purposes:
    1. When contributions can be identified, the church should seek the contributor's consent.
    2. When the source and amount is not clear, a thirty-day written notice of intent should be announced and approved by the church.

Article VI: SELECTION AND ELECTION OF BOARD
MEMBERS, DELEGATES, OR MESSENGERS

  1. Those selected to represent New Hope Baptist Church should be active in the work and ministry of the church.
  2. They should express support of the work and ministries of the association and conventions.
  3. They should be willing to accept the responsibility to represent the church and report to the church all matters concerning the church.
  4. Those approved will have the responsibility to attend meetings and the right to vote on all issues.
  5. All members will be recommended by the nominating committee, elected annually to serve for a period of on year, or for the duration of the annual meetings, and they are eligible for re-election.
  6. All necessary expenses shall be approved by the church before the church is obligated.
  7. Church supported association and conventions:
    1. Greater Cleveland County Baptist Association Executive Board - The church is authorized to send two members and one alternate to serve.
    2. Greater Cleveland County Baptist Association, annual meeting - The number of messengers will be determined by the association.
    3. NC State Convention - The number of delegates will be determined by the Convention.
    4. Southern Baptist Convention - The number of delegates will be determined by the Convention.

Article VII: CHURCH MEETINGS

(as renamed and amended May 2, 2004)

Section 1: Worship Services

The church shall meet regularly each Sunday morning and evening, Wednesday evening, and on other special occasions for worship through teaching, preaching, singing, and praying. Exceptions must be approved by the church. The purpose of these worship services will be to praise and glorify God and to equip members in ministry and evangelism. The meetings shall be conducted under the leadership of the pastor and/or deacons. All church worship services shall be open to all members and visitors. When the two church ordinances are being observed they shall be included in the worship services. Revivals and all other special services will be coordinated by the pastor and deacons and be approved by the church.

Section 2: Business Meetings

  1. General
    At any church worship service, the church may act upon the reception of members and appointments of messengers to special meetings, but not upon other business without proper notice.

  2. Regular Business Meetings
    The church will schedule a monthly business meeting to conduct the required business of the church. Matters other than routine shall be announced at least one week before the date of meeting.

  3. Special Called Meetings
    The church may be called into special meeting by the pastor, the deacons, or by the church clerk upon written request by five adult members (all of whom must be at least 21 years old) specifying the nature of business. Notice of such meeting shall be published in the bulletin and/or read at all regular worship services for two weeks prior to the day fixed. Announced subjects only shall be considered.

  4. Matters Requiring Immediate Attention
    The deacons may bring matters requiring immediate action, or those of an emergency nature, before the church for consideration at any regular worship service provided a quorum is present.

  5. Moderator
    The moderator shall be elected annually by the church for a period of one year. The pastor may be elected as moderator. In the absence of the moderator, the chairperson of vice-chairperson of the deacons shall preside; or, in the absence of both, the clerk shall call the church to order and a moderator pro-tem shall be elected. The moderator may appoint a parliamentarian for each meeting.

  6. Quorum
    The quorum consists of those who attend the business meetings, provided it is a stated meeting or one that has been properly called. For a motion to carry, it must have been approved by a majority of the quorum, unless otherwise specified.

  7. Minutes
    The recording secretary shall keep minutes of each business meeting and shall record the approximate number present, and what actions were taken by the church.

  8. Rules of Order
    At all business meetings of the church, Roberts' Rules of Order shall be the standard of parliamentary procedure.

  9. Major Items of Business
    The major items of business considered important, that require approval during a business meeting are listed below. Other items of business may be considered as major as recommended or called for by any member. All votes on major items of business will be by written ballot only.
    1. All staff personnel matters, except preschool staff (Article II, Section 12 of By-Laws)
    2. Nomination and Election of positions nominated by the church body
    3. Annual election of positions nominated by the Nominating Committee
    4. Annual budget and changes in excess of 1% of adopted budget
    5. All financial expenditures that exceed 1% of adopted budget, unless included in the budget
    6. All modifications, changes, deletions, and additions to buildings and property
    7. All membership discipline brought before the church
    8. All changes in the Constitution and By-Laws
    9. Any other item designated by the deacons.

Section 3: Weddings

Before the wedding, the pastor should counsel the couple following scriptural guidelines and church policies. Any unusual request or circumstances should be coordinated with the deacons.

Section 4: Funerals

The pastor will meet with the family when a request has been made to the church to have a funeral service using the church facilities and/or cemetery. All requests for use of the cemetery will be coordinated with the Cemetery Committee. Any unusual request or circumstances should be coordinated with the deacons.

Section 5: Other Activities or Use of Facilities

Requests by any person or any organization to use the facilities for any activity not addressed by church policy wil be referred to the deacons.

Article VIII: ADOPTION AND AMENDMENTS

Section 1: Rule of Adoption

This Constitution and By-Laws shall be considered adopted and in immediate effect when approved by two-thirds majority of members present at a Sunday morning business meeting. It shall repeal all previously adopted rules, except these not addressed by the Constitution and By-Laws. The church clerk will keep a copy of this Constitution and By-Laws with all changes on file. A copy will be provided to all members upon request.

Section 2: Amendment, Alteration, or Repeals

This Constitution and By-Laws may be amended, altered, or repealed by a two-thirds majority vote of the members who submit completed ballots at a business meeting provided that written notice of proposal has been given at least 4 Sundays in advance. (as amended October 16, 1994 and May 2, 2004)

Section 3: Revisions

When it becomes necessary to make a change to the Constitution and By-Laws, the church should refer all recommendations to the constitution committee for consideration and recommendations before church approval.

Article IX: LICENSING AND ORDINATION

Section 1: Licensing of Ministers

Any member, who in the judgment of the church, gives evidence of his piety, zeal, and aptness to teach, and says that he is called of God to the work of the ministry, may be licensed to preach the Gospel of Jesus Christ, provided three-fourths majority of the members present and voting at any regular or called meeting for that purpose shall agree thereto.

Section 2: Ordination of Ministers

If the church decides that one of its licensed preachers possesses the Scriptural qualifications for full ordination, or an ordination request is made by a Southern Baptist Church to which he has been called, it shall request the pastor to provide a presbytery to examine the candidate and report his findings to the church. If the church decides by a three-fourths majority of the members present and voting that he should be ordained, it shall proceed with the ordination.

Section 3: Ordination of Deacons

When a person not previously ordained is elected to be a deacon, the pastor and deacons will form an ordination council. The council will consist of all ordained persons of the church and other ordained persons invited by the church or the candidate. The purpose of the council will be to examine the candidate, using the scriptures and the church policy, and to make a recommendation to proceed or not to proceed with the ordination.

Section 4: Revoking License and/or Ordination of Ministers

The church reserves the right to withdraw the license or ordination of any person previously ordained by New Hope Baptist Church.

Article X: CHURCH POLICIES

Written detailed policies will be developed and kept current for each organization, committee, or special services (such as weddings and funerals). These policies will be submitted to the church council for review, approval, and recommendations. The council will present them to the church for approval. These policies will be kept on file in the church office. The respective elected members will be responsible to write and update policies as required.
