The deacons shall serve as a general finance committee, in cooperation with the budget and stewardship committee. They shall organize themselves for this part of their work, calling to their assistance other members of the church when necessary. The duties are these:
To supervise the raising of all money in the church and have supervision over the expenditures.
No contract for supplies, materials, or services, pledging the credit of the church, shall be made except upon approval of the finance committee, unless authorized by direct vote of the church.
All expenditures shall be made only upon authorization of the finance committee, upon authority of the church approved budget, except the church may give general authorization to the committee for normal supplies and general items.
Formulate a voucher system for payment of all non-recurring expenditures (expenses other than salaries, debt retirement, cooperative program, periodic literature, and utilities). Bills for non-recurring expenses will be paid by the treasurer only if a voucher number has been assigned and the bill is reconciled with the voucher. The pastor, church secretary, and finance committee chairperson are authorized to issue voucher numbers.
Review all requests made for non-recurring expenditures in excess of $200.00, except for emergencies, before any bill or obligation is incurred, regardless of the amount in the budget for such expenditures.
Ensure that expenditures are within the framework of the approved church budget adn current financial policies, and authorize the treasurer to pay under budgeted items.
Review with the treasurer the monthly expenditures, present a monthly financial statement for approval at the monthly business meeting to include all monies, and call attention to any unusual expenditures.
Ensure that adequate church financial records are kept.
To provide for an audit of all books and accounts as necessary.
The current committee members are the active deacons: Mike Plank, Greg Sain, Craig Spencer, and Harold Wright (2004); Nick Austell, Max Blanton, Alan Hardin, and Gene McCurry (2005); and Bert Crawford, Bill Cameron, Joe Hopson, and Bob Melton (2006).
